The Federal Programs Cost Recovery Fee is a monthly fee of up to $2.83 per Nextel unit, per month that reflects Sprint's cost of complying with Federal Communications Commission (FCC) rules and initiatives advancing Enhanced 911 and Wireless Number Portability (WLNP). The fee is not a tax or a fee mandated by the government.
Enhanced 911 is a technology that will help emergency response agencies determine the location of anyone who dials 911 from his or her enhanced wireless phone. Sprint is upgrading its network and Nextel handsets in order to meet federal requirements and ensure that the most advanced 911 technology is available to customers.
Wireless Number Portability will enable you to keep the same phone number when changing to a new service provider within the same local area. This will work for both cellular and landline services. Network upgrades and changes are necessary for Sprint to offer this convenience to customers in compliance with federal requirements.
Some states, counties and cities impose the gross receipts taxes on telecommunications providers. Sprint recovers these taxes by charging customers a recovery fee. The fee appears as a separate line item in the Additional Sprint Charges section of your invoice for Nextel services. These charges are not taxes or government-imposed fees.
This is a monthly per unit "Service fee" of $1.15. The fee is a rate adjustment of the monthly access rate and reflects the costs of providing services associated with Sprint's wireless cellular, Nextel Direct Connect and data services. In the future, this fee may be combined with the monthly access rate after billing system adjustments are completed.
States, counties, cities, and special taxing districts may assess various taxes on wireless communication services and/or the sales and rentals of wireless phones. Applicable taxes are collected by Sprint and remitted to the jurisdiction that is assessing the tax.
State & Local Required 911 Charges
Some states and localities require wireless carriers to collect a fee for 911 funds. These fees vary by state and locality.
Federal Universal Service Fund Assessment
All interstate telecommunications service providers are required to contribute to the Federal Universal Service Fund Assessment (FUSA). The FUSF subsidizes telecommunications services in rural and high-cost areas, services for low-income consumers, and services for schools, libraries and rural health care providers. Sprint recovers the cost of these contributions through a monthly surcharge, which rate can vary quarterly. Different rates are applicable to long distance charges and non-long distance charges, creating two line items on the invoice. This charge is not a tax or government-imposed fee.
As part of business operations, Sprint periodically reviews costs and regulatory obligations, including federal, state, and local assessments and fees. As a result, Sprint may make necessary adjustments to customer invoices.
If a Sprint customer with a Nextel handset or device is within a contractual period and a material increase results from an adjustment, the customer may elect to terminate Sprint service on the affected Nextel handset or device if that customer does not agree to accept the adjustment. Per the customer's agreement, the customer has 60 days from the effective date of the modification to contact Sprint.
The effective date of the modification will be communicated in the Sprint News section of the customer invoice for Nextel services or through a bill insert. If the customer contacts Sprint within this time period and indicates that he or she would like to cancel service as a result of Sprint's material change in terms, Sprint will release the customer from the current contract for affected Nextel services without an Early Termination Fee.
If a customer's service is terminated for any reason (including if customer's number is ported) before the end of any billing cycle, no credit or refund will be provided for unused minutes or other allotted services, and any monthly service charge will not be prorated to the date of termination.
